The dispute concerns a 1600 sq. yard plot of land originally designated for a High School in a 1958 layout plan. A revised 1969 plan deleted this reservation due to insufficient area. The coloniser sold the plot in 1975 to five individuals who obtained injunctions against the Municipal Corporation of Delhi (MCD) in 1988, restraining interference with their possession. These owners subsequently sold the land to new purchasers between 1994 and 2008. The purchasers' applications to incorporate their plots into the colony's layout plan were rejected by the MCD in 1998, 2006, and finally in 2014 by the Layout Scrutiny Committee and Standing Committee, despite an earlier approval in 2002.
