The Agricultural Produce Market Committee (APMC), Deesa, applied for a subsidy from the National Horticulture Board (NHB) for constructing a cold storage facility. After receiving an advance of Rs. 25 lakhs, a joint monitoring visit found the facility at low capacity utilization (approx. 20%). Subsequently, the loan bank informed APMC that subsidy decisions were pending due to the facility being closed. In 2011, the cold storage caught fire. Later, NABARD decided to withdraw the subsidy and recover the amount already paid, a decision NHB found justified.
