The appellant, an employee of ICAR, was appointed as Assistant Director General (ADG-ARIS) for a five-year tenure. He claims to have acted as a whistleblower regarding alleged financial irregularities within ICAR. Subsequently, his tenure was curtailed based on adverse Annual Assessment Reports (AARs) for 1998-99 and 1999-2000, and he was reverted to his previous post. An inquiry initiated against him for approaching the press and other misconduct charges resulted in his exoneration. The appellant challenged the curtailment of his tenure before the CAT, which was dismissed. The High Court also dismissed his writ petition and review petition. These appeals are directed against the High Court's orders.
