The Government of Maharashtra planned Navi Mumbai for decongestion, appointing CIDCO as the New Town Development Authority. Sector 30A in Vashi was initially earmarked for an IT Park. Due to a downturn in the IT sector, CIDCO approved the conversion of a portion of this sector for mixed use. The Developer applied for and was allotted a significant portion of this land, including the subject plot, which was originally reserved for IT use. This allotment was made at a concessional rate and was subject to the Developer developing a garden on an adjoining plot. The allotment was subsequently challenged through Public Interest Litigations (PILs).
